Keeping in mind the issue of juvenile driving, that is, minor children's vehicles, the central government has fixed the maximum speed limit of such vehicles at 25 km per hour. The Ministry of Road Transport and Highways, which is making large-scale changes in the Motor Vehicle Act, has also fixated on fixing the engine capacity of these vehicles at 50 cc and motor power maximum 1500 watts.

It has proposed to amend 67 sections of the existing law for which people can send suggestions till October 15. The bill relating to these amendments is likely to be introduced in the winter session of Parliament. It says that only in public places, a teenager who has completed 16 years of age can drive purely electric two-wheelers, keeping in mind the limits set regarding design speed and engine power capacity. No person below 18 years of age can drive any other vehicle other than these.

It has also expected the states to pay special attention to these vehicles as many such vehicles are being sold whose engine capacity and design speed are also more than the standard, the ministry has been receiving continuous complaints. The Ministry has also proposed a rule paying more heed to juvenile driving that under normal circumstances, no person below 18 years of age will be issued a learner's license for a vehicle with automatic gear, and a learner's license can be issued to him only after the written consent of his guardian.

There is also a new category of Light Motor Vehicle introduced. Drivers of medium load and passenger vehicles, and heavy load and passenger vehicles will attract the minimum fine of two thousand rupees and maximum of four thousand rupees for speeding. In case of repeated occurrence of such mistake, a license of such drivers can also be confiscated.
