There was a lot of controversy regarding this policy of the Delhi government, after which its excise duty policy implemented on 1 September 2022 had to be withdrawn. The Delhi government implemented the 'old liquor policy' back on September 1 last year and now because of this, a new record of earnings and sales has been created. During the year 2022-23 ie the year Delhi Excise Department sold more than 61 crore liquor bottles. By doing this, the Delhi government earned a total of Rs 7,285 crore.

This is the old policy of the Delhi government. An Excise Department official said that from September 1, 2022, to August 31, 2023, the total excise duty revenue collection was Rs 7,285.15 crore. This includes Rs 2,013.44 crore collected as Value Added Tax (VAT). This is a new record of sales from government liquor shops and contracts as per the old excise policy.

In comparison, the Delhi government received Rs 5,487.58 crore as revenue collection from the new excise policy in 2021-22. With a daily average sale (daily sale) of 17 lakh bottles, the daily average earning of the excise department was Rs 19.71 crore, which was more than the total revenue of 2021-22.

In the new policy, the Delhi government had started giving licenses to private parties for the retail sale of liquor. Later the Lieutenant Governor of Delhi V.K. The irregularities were investigated by the CBI on Saxena's recommendation. In this case, Delhi's Deputy Chief Minister and Excise Minister Manish Sisodia were found guilty and arrested.
