The government has allowed the export of two lakh tonnes of non-basmati white rice to Malaysia through National Cooperative Exports Limited (NCEL). Although the export of non-basmati white rice has been banned from July 20, 2023, to boost domestic supply, export is allowed on request to certain countries based on government permission to meet their food security needs.

The Directorate General of Foreign Trade (DGFT) has said in a notification, "Export of 2,00,000 metric tonnes of non-basmati white rice to Malaysia is allowed through NCEL."

India has previously allowed these exports to countries like Nepal, Cameroon, Cote d'Ivoire, Guinea, Malaysia, Philippines and Seychelles. NCEL is a multi-state cooperative society. It is jointly promoted by some of the leading cooperatives of the country. These cooperatives include Gujarat Cooperative Milk Marketing Federation (GCMMF) popularly known as AMUL, Farmers Fertilizer Cooperative Limited (IFFCO), Krishak Bharati Cooperative Limited (KRIBHCO), and National Agricultural Cooperative Marketing Federation of India Limited (NAFED).
